This page covers the initial setup of TroopMaster Web 2.0 for a new unit. If you are migrating from the desktop version, see Importing from Desktop below.
There are five main phases to getting TroopMaster Web 2.0 running for your unit:
- Import your data
- Configure permission groups
- Create user accounts
- Set up the mobile app (optional)
- Create a unit website (optional)
TroopMaster Web 2.0 can import existing records from several sources:
- In your desktop program, go to File > Export > TroopMaster 2016
- Save the resulting export file
- In TroopMaster Web 2.0, go to File > Import From TroopMaster/PackMaster
- Upload the export file
- Optionally import archived data at the same time
Go to File > Import > From Scoutbook to import basic personal data on scouts and adult leaders directly from Scoutbook.
TroopMaster Web 2.0 can also import data from Internet Advancement and ScoutTrack. Use the File > Import menu and select the appropriate source.
Adult training records can be imported from my.scouting.org to keep leader training up to date.
Permission groups control what each user can see and edit within TroopMaster.
- Navigate to the Permission Groups settings
- Create groups appropriate for your unit (e.g., Scoutmaster, Committee, Parent, Scout)
- For each group, specify:
- Which data areas they can view
- Which data areas they can edit
- Which members they can access

Once permission groups are configured:
- Go to File > User Accounts (or equivalent in the menu)
- Create accounts for each member who needs access
- Assign each account to the appropriate permission group
- Use the auto-generate passwords feature to quickly create credentials
- Mark each account as active — accounts must be activated before members can log in
- Distribute credentials to members (email or print)
Tip: Roll out access incrementally. Start with key leaders, then expand to other adults, and finally to scouts and parents.
Once user accounts are active:
- Members download the TM/PM Mobile App from the App Store or Google Play
- Open the app and enter login credentials
- Select the Web 2.0 connection option (not the legacy Web 1.0 option)
- Sync to download the unit's data

TroopMaster Web 2.0 includes optional tools to create a branded public website for your unit:
- Select a website theme
- Customize with your troop's information and branding
- Set up newsletters and announcements

If your unit is currently using the TroopMaster desktop software and wants to move to Web 2.0:
- Ensure your desktop software is version 4.11e or later. Update if needed.
- In the desktop software, go to File > Export > TroopMaster 2016
- This creates a single export file with all your unit's data
- Log into TroopMaster Web 2.0
- Go to File > Import From TroopMaster/PackMaster
- Upload the file
Note: TroopMaster Web 2.0 operates independently — desktop software does not need to remain installed after migration, though you may keep it as a backup.
Some units use a self-service registration flow for new members:
- Provide the new member with the troop's TroopMaster Web URL and a temporary login (set by the admin)
- The new member creates their own credentials on a registration form
- The administrator receives a notification and approves the account
- The member receives confirmation and can then log in with full access
